Apply a muriatic acid solution, which will rough up the floor so that the floor coating will form a good bond with the concrete floor.

If you happen to have any areas of the floor that are cracked or broken then a garage floor treatment mixture of epoxy and sand is used to fill those areas before applying the protective coating. Apply the primer with a metal squeegee and roll it out with a 3/8 inch nap roller. Let it dry overnight.
